PETITION FOR WOMEN’S SAFETY IN MODENA

Safety is not a privilege — it’s our right. Let’s help make Modena a safe place for all women.

We, the undersigned, residents and non-resident users of the city of Modena and the wider Modena provincial area, express our deep concern about the growing number of harassment incidents, acts of indecent exposure, and other forms of gender-based intimidation and violence taking place in parks and other public spaces in Modena. Many women in our community — including friends, neighbors, and other residents — have had deeply disturbing experiences, leaving all of us with a widespread sense of insecurity, lack of protection, and not being heard.

As a community committed to protecting women’s safety — as people who live, work, study, volunteer, and raise our families in Modena — we call on the Municipality of Modena and local law enforcement to take immediate and concrete action to ensure the safety and wellbeing of all citizens.

Safety is not a privilege: it is a fundamental right.

We therefore request that the Municipality of Modena develop and present an operational plan within three months of receiving this petition. This plan must clearly and in detail outline the specific measures the Municipality of Modena intends to implement to strengthen women’s safety in the city’s public spaces, with particular attention to the following areas:

1. Report to the City Council and in any other appropriate public forum on the issue of women’s safety and the actions the Municipality intends to take to improve women’s safety in Modena’s public spaces.
2. Create, publicize, and promote a reporting system for harassment, obscene acts, and other forms of gender-based intimidation and violence ensuring that all reports receive proper follow-up.
3. Increase the deployment of the Local Police and promote closer coordination with law enforcement agencies to ensure a constant presence in the historic city center and the main public parks, especially during the evening and nighttime hours.

La sicurezza non è un privilegio — è un nostro diritto. Aiutiamo a rendere Modena un luogo sicuro per tutte le donne.

Noi sottoscritti, residenti e utilizzatori non residenti della città di Modena e dell’area provinciale modenese, esprimiamo la nostra profonda preoccupazione per il crescente numero di episodi di molestie e di atti di esibizionismo indecente e altre forme di intimidazione e violenza di genere che si verificano nei parchi e in altri spazi pubblici di Modena. Molte donne della nostra comunità — incluse amiche, vicine di casa e altre cittadine — hanno vissuto esperienze profondamente disturbanti, che hanno lasciato tutte noi con un senso diffuso di insicurezza, mancanza di protezione e di ascolto.

Come comunità impegnata nella tutela della sicurezza delle donne — in qualità di persone che vivono, lavorano, studiano, fanno volontariato e crescono le proprie famiglie a Modena — chiediamo al Comune di Modena e alle forze dell’ordine locali di adottare azioni immediate e concrete per garantire la sicurezza e il benessere di tutti i cittadini.

La sicurezza non è un privilegio: è un diritto fondamentale.

Chiediamo pertanto che il Comune di Modena elabori e presenti un piano operativo entro tre mesi dalla ricezione della presente petizione. Tale piano dovrà indicare in modo chiaro e dettagliato le misure specifiche che il Comune di Modena intende attuare per rafforzare la sicurezza delle donne negli spazi pubblici della città, con particolare attenzione alle seguenti aree:

1. Relazionare in sede al Consiglio Comunale e in ogni altra sede pubblica opportuna, anche, in merito al tema della sicurezza delle donne e delle azioni che il Comune intende adottare per migliorare la sicurezza delle donne negli spazi pubblici di Modena.
2. Creare, rendere noto e promuovere un sistema di segnalazione per molestie, atti osceni, e altre forme di intimidazione e violenza di genere garantendo il seguito dovuto a tutte le segnalazioni.
3. Intensificare l’impiego della Polizia Locale e promuovere un più stretto coordinamento con le Forze dell’Ordine per garantire un presidio costante del centro storico e dei principali parchi pubblici, specialmente nelle fasce orarie serali e notturne.
